This system will follow the principles of unified planning and management, utilize network audio and video streaming media, intelligent control, intelligent voice, data analysis and other technologies, integrate and utilize the existing arbitration information resources of the arbitration institute, and create an integrated application that provides services for trial and enforcement, public appeals, arbitration transparency, judicial management, and more. The arbitration service will build the arbitration business from a window to a self-help, intelligent and three-dimensional direction. Through the comprehensive arbitration management system, the case can be centrally managed in the arbitration case handling system. The arbitration application business can be quickly solved in a one-stop manner in the self-service system, the Internet case filing system, smart mediation, and the smart arbitration court system to meet the needs of the people

With the progress of society, applying for arbitration has become the main way for workers to protect their rights in accordance with the law. The large number of cases and the small number of personnel are still important reasons that restrict the efficiency of arbitration institutions in handling cases. Therefore, in addition to standardization in institutions and systems, the intelligent construction of software and hardware facilities is also an important way to improve the quality and efficiency of arbitration; In order to achieve the construction goal of a digital and intelligent arbitration tribunal that integrates online case handling, rapid filing, intelligent adjudication, and judicial decision-making, the following requirements should be met in the construction of software and hardware facilities

Trial video recording

The video and audio information of the trial, which refers to the comprehensive audio and video recording of the trial process, is captured by cameras with different functions installed at different positions and angles in the technology arbitration tribunal, and displayed on different display devices in the arbitration tribunal through selection switching, voice stimulation, and other means, thus achieving the video application requirements of multiple images, angles, and points in the trial site.

Electronic authentication

The evidence information in the trial includes scanned copies of paper evidence documents, pictures of physical evidence, photographic evidence, as well as submitted audio evidence. Due to the large number of sources of evidence information accessed, corresponding control switching devices are required to display evidence files and materials from different signal sources separately to truly achieve the availability of evidence materials and data.

Voice transcription

The transcript of the court hearing is recorded by the secretary of the arbitration tribunal. The regular arbitration tribunal conducts real-time trial transcripts, and there are limited on-site materials available for reference during the proofreading of the transcripts after the recess. Therefore, one of the functions that the technology arbitration tribunal needs to achieve is that the recording information of the trial audio and video can be synchronized with the trial transcript process in time, and any text in the transcript can quickly correspond to the audio and video information, in order to achieve the accuracy and effectiveness of the trial materials.

Live streaming on-demand

The most important function of an arbitration tribunal is to digitize and convert all collected image and sound information into recorded files, preventing them from being accessed and played at any time through computer networks in the storage system. The image storage format can reach 1080P resolution, thereby achieving high-definition and visualization of court hearings.

Intelligent trial control

In the construction of a smart arbitration tribunal, many devices require relatively complex linkage operations, so various audio and video devices need a unified centralized control device to be controlled according to the design program.

From the perspective of reducing the simple use of clerks and staff, the trial control equipment should have one key switch operation function, intelligent control function, and networked control function, fully realizing the instant use of the arbitration tribunal and achieving the goal of judicial efficiency.

High definition digitization

The system should support 1080P full HD cameras for front-end image acquisition, and the on-site situation can be clearly displayed to meet the needs of modern arbitration tribunal construction, providing sufficient and necessary conditions for remote court hearings and remote live streaming on-demand.
